A carrier requested review of various General Services Administration (GSA) deduction actions against it for alleged overcharges. All of the actions involved cases where the carrier billed the government for shipments at joint-line rates and GSA subsequently determined that single-line rates were applicable. The carrier contended that joint-line rates were applicable because it did not pick up any of the shipments. GAO held that: (1) the carrier's agents picked up each shipment, as evidenced by the carrier's instructions on its bills of lading; (2) the carrier offered the involved agencies single-line rates on the applicable tender; and (3) GSA properly determined that single-line rates were applicable. Accordingly, the GSA actions were sustained.
