A firm protested the Navy's cancellation of a solicitation for roof repairs, contending that the Navy cancelled the solicitation in an effort to take advantage of a nonresponsive low bid. The protester also claimed reimbursement for bid preparation costs and attorney's fees. GAO held that: (1) it would consider the protest despite the protester's failure to timely provide the Navy with a copy of the protest, because the Navy timely filed its protest report; (2) the Navy reasonably determined that the original solicitation was too restrictive; and (3) there was no basis upon which to allow the protester's reimbursement claim. Accordingly, the protest and claim were denied.
