A firm protested an Army contract award and rejection of its bid as nonresponsive, contending that its statement of delivery within 90 days after receipt of contract meant that it would deliver 90 days or less from the actual award date. GAO noted that the Army interpreted the bid as adding a 5-day period for mailed notice of the award. GAO held that the Army was correct in its interpretation of the bid and in rejecting the bid as nonresponsive. Accordingly, the protest was dismissed.
