A firm protested any Air Force contract award for audiovisual services, contending that the proposed awardee was not selected on the basis of cost as the solicitation required. The protester requested that award be withheld pending an investigation to determine whether the contractor selection was in accord with the solicitation. GAO held that: (1) it will not conduct investigations for the purpose of establishing the validity of a protester's speculative statements; and (2) since no award had been made, the protest was speculative and premature. Accordingly, the protest was dismissed.
