GAO presented a summary of fiscal year 1985 bid protest activity and instances in which a federal agency did not fully implement a recommendation GAO made in discharging its statutory bid protest function. GAO found only two instances where agencies did not strictly comply with recommendations, both of which were decided shortly after the Competition in Contracting Act of 1984 (CICA) bid protest provisions became effective. To meet the challenge that the act imposed, GAO: (1) adopted new regulations; (2) reorganized its procurement law staff; (3) installed computerized case tracking; and (4) developed a system to produce computer-generated form notices to implement a provision of the act that provides for the speedy dismissal of cases found to be frivolous or otherwise without merit on their face. These changes made it possible for GAO to meet its initial objectives in implementing the CICA bid protest provisions.
