[Protest of Navy Contract Award to Any Other Offerer]
B-221819: Jan 27, 1986
- Full Report:
A firm protested a Navy contract award to any other offerer, contending that it should be awarded the contract because past experience makes it uniquely qualified for a sole-source award. GAO noted that it will not review protests alleging that an agency should procure supplies or services from a particular firm on a sole-source basis. GAO found that, since the Navy had not made an award decision, the protest was speculative, premature, and not for consideration. Accordingly, the protest was dismissed.
