The Department of Labor recommended that a firm and its president be placed on the ineligible bidders list for violations of the Davis-Bacon Act. The firm performed work under a Coast Guard contract which was subject to minimum wage requirements. GAO found that the firm and its president intentionally underpaid employees and falsified certified payroll records. GAO concurred with Labor that there were substantial violations of the act. Accordingly, the names of the firm and its president will be placed on the debarred bidders list.
