A firm protested the Army's rejection of its low bid under a solicitation for the operation of a laundry facility. The Army rejected the bid as nonresponsive for failure to comply with a solicitation requirement and to acknowledge a solicitation amendment. The protester contended that its failure to acknowledge the amendment was waivable as a minor informality. GAO held that: (1) the amendment that the protester failed to acknowledge was material because it changed the contract's payment clause; and (2) the Army properly rejected the protester's bid for failure to acknowledge the amendment. Accordingly, the protest was denied.
