A firm protested a Navy contract award for technical and engineering services, contending that: (1) the agency provided it with false information regarding the procurement; and (2) the awardee began the contract performance using different personnel than it had proposed. GAO found that the protester failed to show that the agency: (1) provided false information; and (2) had any basis for questioning the availability of the awardee's proposed personnel. Therefore, GAO would not consider these aspects of the protest. In addition, the extent to which an awardee complies with the terms of its contract is a matter of contract administration and not for GAO consideration. Accordingly, the protest was dismissed.
