A firm requested reconsideration of the dismissal of its protest against the rejection of its bid under a Defense Supply Service (DSS) solicitation. GAO had dismissed the protest because DSS cancelled the solicitation, which rendered the protest academic. In its request for reconsideration, the protester contended that it was harmed when DSS cancelled the solicitation to avoid a GAO investigation. GAO held that it would not consider the matter further because DSS did not intend to award a contract and the protester did not show any error of fact or law in the original decision. Accordingly, the original decision was affirmed.
