An individual protested a Navy lease award for agricultural land at two naval facilities, contending that: (1) small businesses have not been receiving a sufficient share of the leases; and (2) the two leases should have been set aside for small businesses. GAO noted that it: (1) is authorized to review protests concerning proposed contracts for the procurement of property or services by a federal agency; and (2) will review protests concerning sales by a federal agency only if the agency agrees in writing to have its protests decided by GAO. GAO found that: (1) the protest concerned a lease of government land which did not involve a procurement of property or services; and (2) since the Navy did not agree to have GAO decide the protest, there was no basis for review. Accordingly, the protest was dismissed.
