A firm requested reconsideration of the dismissal of its protest against an Air Force solicitation's bond requirements. GAO had dismissed the protest because the protester failed to file written comments on the agency's report within 7 days after receiving it. The protester contended that it did not know that a rebuttal to the agency report was necessary. However, published regulations state that comments on an agency's report are due within 7 days after the protester receives the report or the protest will be dismissed. Accordingly, the prior decision was affirmed.
