A firm protested any negative responsibility determination that the Army might make concerning its offers under two solicitations. GAO held that: (1) the protest was defensive in nature and designed to protect the protester's legal rights in the event that GAO upheld several other negative responsibility determinations concerning the protester's offers under other solicitations; and (2) it would not consider the protest because the protester was not in line for award under either solicitation and the issue of its responsibility was irrelevant. Accordingly, the protest was dismissed.
