A labor union local protested an Army contract award pursuant to a cost comparison under Office of Management and Budget Circular A-76, contending that eight contractor employees were performing a function formerly performed by two government employees. GAO held that it would not consider the protest because the union was not an actual or prospective bidder under the instant solicitation and did not qualify as an interested protester. Accordingly, the protest was dismissed.
