A firm protested a contract award to another firm under a Navy solicitation for produce display cases, contending that the Navy improperly rejected its bid as nonresponsive. GAO held that the protest was academic because the Navy subsequently determined that the solicitation specifications were inadequate and announced its intent to terminate the awarded contract for convenience and resolicit the requirement. Accordingly, the protest was dismissed.
