A firm protested a Department of Energy procurement of central steam system improvements and an underground heat distribution system, contending that the portions of the specifications for the underground heat distribution system that required coated steel conduit: (1) were unduly restrictive of competition because they precluded it from offering its nonmetallic system; and (2) were not sufficiently rigorous to ensure that an adequate system would be furnished. GAO would not consider the protest because it found that the protester was not an actual or prospective offerer, but rather a potential subcontractor. Accordingly, the protest was dismissed.
