A firm protested a Navy contract award, contending that: (1) the award was improper since the awardee's offered unit did not comply with the solicitation specifications; and (2) the contracting agency failed to comply with a requirement to provide offerers with a preaward written notice of the apparent successful offerer and a subsequent notice that the award had been made. GAO found that both protests were untimely filed. Accordingly, the protests were dismissed.
