A firm protested the cancellation of a Forest Service solicitation for aircraft rental and the subsequent contract award to another firm under a second solicitation for the same requirement, contending that the Forest Service: (1) improperly cancelled the original solicitation; (2) unfairly allowed the awardee a second chance at competing for the contract after it submitted a late bid under the original solicitation; and (3) awarded the contract notwithstanding the fact that the awardee's total bid price was higher than its own. GAO held that: (1) the Forest Service properly cancelled the solicitation after it determined that the bid prices unreasonably exceeded its cost estimate; (2) since the Forest Service properly cancelled the solicitation, it properly allowed the awardee to compete under the resolicitation; and (3) the awardee's total bid price was actually lower than the protester's. Accordingly, the protest was denied.
