[Protest of DLA Rejection of Bid for Gauze Bandages]

A firm protested a contract award to another firm under a Defense Logistics Agency (DLA) solicitation for gauze bandages, contending that DLA improperly rejected its bid as nonresponsive. DLA rejected the bid because the current appropriation governing DLA and the solicitation prohibited the use of cotton that was not entirely grown and produced within the United States and the protester offered bandages made from cotton that was partially processed in another country. GAO held that the protest was untimely filed because GAO did not receive it within 10 days of the rejection of the protester's bid. Accordingly, the protest was dismissed.
