A firm protested any contract award under an Army solicitation for the operation of a textile repair facility, contending that certain specifications were ambiguous and defective despite solicitation amendments designed to cure any alleged defects. GAO held that: (1) a minor ambiguity pertaining to the basis for contractor payment was resolved by the solicitation's bid pricing schedule; (2) the Army was not required to specify the basis for any price adjustment since any dispute over adjustments could be resolved pursuant to the disputes clause of the contract; and (3) the protester failed to demonstrate that a documentation requirement for inspections was not reflective of the Army's minimum needs. Accordingly, the protest was denied.
