[Protest of Navy Procurement for Family Counseling and Referral Services]

A firm protested the failure of a Navy activity to set aside for small business a procurement for family counseling services, contending that the Navy was required to set aside the procurement because more than two small businesses were capable of submitting bids. GAO held that the Navy was not required to set the procurement aside because: (1) the value of the services to be procured exceeded $10,000 and the procurement was, therefore, not subject to small purchase procedures; and (2) it reasonably determined that it could not receive reasonable offers from at least two small business concerns. Accordingly, the protest was dismissed.
