A firm requested reconsideration of the dismissal of its protest of a Navy contract modification. The protester contended that its protest should be reconsidered because it raised issues significant to the procurement system. GAO only considers protests against contract modifications when it is alleged that a modification exceeds the scope of the contract and circumvented procurement regulations, and this exception did not apply in this case. Accordingly, the request for reconsideration was denied.
