A firm protested the Air Force's rejection of its bid as nonresponsive because it failed to comply with the solicitation's brand name or equal clause, which required bidders offering an equal product to identify it and provide descriptive material sufficient for the government to determine if the salient characteristics of the brand name specification had been met. The protester, however, failed to submit the required descriptive literature about its product. GAO, therefore, determined that the agency properly rejected the protester's bid. Accordingly, the protest was denied.
