In three Navy contracts which required payment of minimum wages, the Department of Labor found that the employees of a painting firm were not paid the required wages. The firm falsified certain payroll records, and it omitted several employees from the payroll records. Therefore, Labor recommended that GAO place the name of the firm and the owner of the firm on an ineligible bidders list for violations of the Davis-Bacon Act. Based on an independent review, GAO concurred with the finding, and the names of the firm and the owner will be included on the list.
