The Forest Service requested a decision as to the applicability of the Davis-Bacon Act to its prime contractor's truck drivers while they were off the contractor's construction site and at a quarry several miles away. The Department of Labor disagreed with an earlier GAO decision which refused to extend coverage in such circumstances. Labor reasoned that, since the functional aspect of the truck drivers' work was to further the performance of the site work, it was proper to extend coverage to the drivers while at the quarry. GAO concurred with Labor's conclusion and it overruled its earlier decision. Accordingly, there was no objection to Labor's determination.
