A firm requested reconsideration of the dismissal of its protest against the Army's rejection of its bid, contending that the protest should not have been dismissed as untimely. However, GAO did not dismiss the protest on the basis of timeliness, but because GAO does not consider questions of bidder eligibility as a regular dealer or a manufacturer within the meaning of the Walsh-Healey Act. Accordingly, the dismissal was affirmed.
