Two firms protested the Forest Service's refusal to consider their bids after the bids had expired, arguing that they should have been allowed to extend their acceptance periods. Regulations allow bidders to revive expired bids, if doing so would not cause a competitive advantage. GAO held that, since reviving the protesters' bids would not have endangered the competitive bidding process, bid extensions were permissible. Accordingly, the protests were sustained.
