A firm protested an Air Force contract award, contending that the awardee failed to meet solicitation requirements. GAO noted that, since the protester would not have been in line to receive the award had its protest been successful, it was not an interested party. Bid protest procedures require that a protester be an interested party for its arguments to be considered. Accordingly, the protest was dismissed.
