A firm protested a contract award to another firm under an Army solicitation for the installation and maintenance of computer equipment, contending that: (1) the awardee's offer did not cover the maintenance for all of the installed equipment, as required by the solicitation; and (2) if the cost of performing the additional required services was added to the awardee's bid, the protester would become the low bidder. GAO held that the protest was ambiguous because, upon reviewing the solicitation, the Army determined that the specifications were ambiguous and decided to resolicit the requirement. Accordingly, the protest was dismissed.
