A firm protested the Air Force's proposed rejection of its bid as nonresponsive because it exceeded the solicitation's cost limitation. The protester argued that, since a solicitation amendment deleted the cost limitation's applicability to a particular provision, it was reasonable to assume that the limitation would be deleted from consideration entirely. GAO held that the Air Force correctly maintained that the deletion applied only to that provision and that the cost limitation remained applicable to the rest of the solicitation. GAO also held that the protester incorrectly assumed that the Air Force erroneously neglected to delete the entire limitation. Accordingly, the protest was denied.
