A firm requested that GAO reconsider a previous decision in which it dismissed the protest against the Air Force's cancellation of a request for proposals (RFP) issued to lease aircraft. The Air Force cancelled the RFP because the specifications were restrictive and it no longer needed to lease aircraft. In its request for reconsideration, the firm supplied information which demonstrated that the Air Force still had a need to lease aircraft and intended to do so in the future. GAO presumed that the Air Force was revising its requirements and that these needs would be specified when the future solicitation for the aircraft was issued. The Air Force informally confirmed this information asserting that the specifications in the cancelled RFP were restrictive. The firm alleged that the Air Force purposely cancelled the RFP to accommodate another aircraft which would result in a sole-source contract. This protest concerned a future procurement and was not for consideration at this time. Since procuring agencies are required to cancel solicitations which contain specifications that overstate their minimum needs, GAO concluded that the Air Force properly cancelled the RFP. Accordingly, the prior decision was affirmed.
