[Protest of Air Force Contract Award]

A firm protested an Air Force contract award, contending that: (1) it should have received the award because its bid was low; and (2) the awardee's bid was unbalanced. GAO held that a low bidder may not receive award if another contract would be more advantageous to the government. The Air Force properly eliminated the protester from consideration because its bid did not include as many acceptable items as the awardee's bid. GAO also held that, since the awardee's prices were very close to those of the government's cost estimate, its bid costs were reasonable and there was no basis to consider the bid unbalanced. Accordingly, the protest was was denied.
