A firm protested a General Services Administration contract award, arguing that the awardee's bid was materially unbalanced because it did not accurately reflect its contract costs. GAO held that, although the awardee's bid prices were not totally accurate, the protester did not provide evidence showing that the bid was unbalanced. GAO noted that the protester's arguments regarding performance bonds and other requirements are matters of contract administration which are not cognizable under bid protest procedures. Accordingly, the protest was denied in part and dismissed in part.
