A firm protested a contract award to another firm under an Army solicitation, contending that the awardee would not comply with the Service Contract Act. GAO held that it would not consider the protest because: (1) matters involving the act fall under the jurisdiction of the Department of Labor; and (2) whether the awardee would meet the contract requirements and comply with the act was a matter of contract administration, which is the sole responsibility of the contracting agency. Accordingly, the protest was dismissed.
