A firm protested a possible Navy contract award, contending that the perspective awardees should have been rejected for submitting bids too low to perform the contract. GAO held that submission of a below-cost bid does not provide a legal basis for challenging a contract award. Further, the contracting agency must determine whether a bidder is a responsible firm to perform the contract. Accordingly, the protest was dismissed.
