A firm protested a Federal Aviation Administration (FAA) decision to permit a bidder to correct a mistake in its low bid, arguing that it effected an improper late bid modification. GAO noted that the mistake was discovered prior to award and the bidder presented clear and convincing evidence of the mistake, the manner in which it occurred, and of the bid actually intended by submitting worksheets which demonstrated improper addition in calculating a subtotal. Further, the bid, as corrected, remained low. GAO held that FAA had a reasonable basis to allow bid correction to reflect the intended bid. Accordingly, the protest was denied.
