A firm protested a contract award to another firm under an Air Force solicitation, contending that the awardee had deliberately supplied nonconforming products under previous procurements and should not be eligible for award. GAO held that it would not consider the matter because it concerned the awardee's responsibility, which GAO will not review absent circumstances not relevant to the instant procurement. Accordingly, the protest was dismissed.
