A firm protested the possible rejection of drawings it submitted as a subcontractor under a Corps of Engineers contract, contending that: (1) the contract specifications discriminated against small businesses; and (2) if the Corps rejected its drawings, the prime contractor would be forced to pay higher prices. GAO held that the matter was one of contract administration for the Corps to decide. Accordingly, the protest was dismissed.
