A labor union protested any contract award to either of the two low bidders under a Navy solicitation, contending that they violated a provision of the solicitation which required bidders to independently price their bids. GAO held that the union was not an interested party for the purpose of protesting the procurement since its therein was not direct. Accordingly, the protest was dismissed.
