[Protest of Any Contract Award Under GSA Solicitation]

A firm protested a General Services Administration (GSA) contract award, alleging that the solicitation was unduly restrictive of competition and did not reflect the Government's minimum needs. The protest had initially been denied by GSA. Bid protest procedures require that protests initially filed with a contracting agency must be filed with GAO within 10 working days of the agency's adverse action. GAO held that, since the protest was filed after that time period, it was untimely. Accordingly, the protest was dismissed.
