A firm protested the Corps of Engineers' refusal to allow the protester to correct a bid it submitted under a Corps solicitation, contending that it presented clear and convincing evidence of the mistake and of its intended bid. The protester submitted worksheets showing that it omitted its direct costs in calculating a portion of its bid, but the Corps held that the evidence was not clear and convincing as to the intended bid because the protester's calculation of its profit appeared to have been done arbitrarily, in contrast to the calculation of the rest of the bid, which was done meticulously. The Corps also noted that the corrected bid would be only 0.74 percent below the next low bid. GAO held that, given the proximity of the corrected bid to the next low bid, the Corps' decision was not unreasonable. Accordingly, the protest was denied.
