A firm protested a Corps of Engineers construction contract award, contending that the Corps improperly determined its bid to be ambiguous and therefore nonresponsive. The protester argued that the ambiguity had been caused by an obvious bid error and that it should have been permitted to correct the mistake. The Corps maintained that the error was not obvious and that it caused the bid to be susceptible to more than one interpretation as to the intended bid price. GAO held that, although the error lead to an ambiguity, there was only one reasonable interpretation of the bid and correction should have been allowed. Accordingly, the protest was sustained.
