GAO settled a question regarding whether monetary awards against the United States by the Iran-United States Claims Tribunal can be paid from the permanent indefinite judgment appropriation. GAO held that such awards can be paid from the appropriation if: (1) the awards are final; (2) payment is not otherwise provided for; and (3) the Attorney General certifies that payment is in the interest of the United States.
