A firm protested a contract award to another firm under an Army solicitation, contending that: (1) the Army's evaluation technique was flawed; and (2) the Army must have improperly evaluated its proposal because it was more qualified than the awardee and its proposal was lower priced. GAO held that: (1) the portion of the protest alleging that the Army's evaluation scheme was flawed was untimely filed; and (2) the Army properly evaluated the proposal. Accordingly, the protest was denied in part and dismissed in part.
