Two firms requested reconsideration of a decision in which GAO dismissed their protest that the awardee under a Federal procurement could not comply with a licensing requirement, contending that the awardee possessed insufficient State and local operating authority to perform the contract. GAO held that the matter was one of bidder responsibility, which is determined by the contracting agency. Accordingly, the request was dismissed.
