A firm requested reconsideration of a decision which sustained its protest against a sole-source Army contract award to another firm but failed to recommend corrective action because the contract was to be completed prior to the decision date. With its request for reconsideration, the firm submitted evidence that the contract performance was substantially behind schedule. In view of this information, GAO recommended that the Army consider terminating the present contract and, if feasible, recompeting the remaining requirement. The prior decision was modified accordingly.
