A firm protested a Navy contract award, contending that the awardee was neither a manufacturer nor a regular dealer under the Walsh-Healey Act. By law, such complaints are for determination by the contracting agency, the Secretary of Labor, and the Small Business Administration if a small business is involved. Accordingly, the protest was dismissed.
