A Federal employee claimed reimbursement for real estate expenses incurred in the purchase of a lot on which he intended to build a residence. The claimant also asked whether he was entitled to reimbursement for expenses incurred in the sale of the lot incident to his transfer. The claimant was transferred, was unable to locate suitable housing, and purchased the lot. The claimant was transferred again before the house was built. GAO held that, since the claimant never resided on the lot, he was not entitled to reimbursement for either the purchase or sale of the lot. Accordingly, the claim was denied.
