A firm protested the rejection of its bid and the award of a contract to another firm under an Air Force small business set-aside solicitation, contending that: (1) the Small Business Administration changed the applicable size standard after bid opening; and (2) it qualified as a small business under the new standard. The Air Force noted that the protester erroneously certified itself as a small business prior to bid opening. GAO held that the change in the size standard had no effect because the controlling point in time for a size determination is the date of the certification. Accordingly, the protest was denied.
