Two firms protested various matters concerning an Air Force solicitation which was a small business set-aside for maintenance services. One firm complained that the solicitation's bonding requirement restricted competition and added costs to the procurement. GAO held that this protest was untimely because, although the alleged improprieties were apparent prior to bid opening, the protest was not received until after that date. The other firm alleged that the apparent low bidder was affiliated with the incumbent contractor and was a large business. GAO did not consider this protest because questions concerning size status must be addressed to the Small Business Administration which is empowered to conclusively determine size status. Accordingly, the protests were dismissed.
